All agri sector initiatives brought under 2 new schemes; States to implement them

  • The Union Cabinet on Thursday decided to merge all Central schemes in the agriculture sector into two new schemes, Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY).

Highlights:

  • The Union Cabinet approved significant reforms aimed at streamlining the agriculture sector by merging all Central schemes into two comprehensive initiatives.

Major Agricultural Schemes Merged into Two New Schemes

  1. Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY):
  • Budget: ₹57,074.72 crore
  • Objective: Promote sustainable agriculture by focusing on emergent challenges such as nutrition security, climate resilience, and value chain development.
  • Implementation: To be carried out by State governments.
  1. Krishonnati Yojana (KY):
  • Budget: ₹44,246.89 crore
  • Objective: Address food security and ensure agricultural self-sufficiency.
  • Implementation: Similar to PM-RKVY, it will be executed at the state level.
  • Total Financial Outlay: ₹1,01,321.61 crore
    • Central Share: ₹69,088.98 crore
    • States’ Contribution: ₹32,232.63 crore
  • The rationalization of agricultural schemes aims to provide flexibility to State governments by enabling them to develop comprehensive strategic plans.
  • Several existing schemes, including Soil Health Management, Rainfed Area Development, Agroforestry, and Paramparagat Krishi Vikas Yojana, will be merged into these two new schemes, enhancing efficiency and avoiding duplication.

National Mission on Edible Oils - Oilseeds (NMEO-Oilseeds):

  • The Cabinet also approved the NMEO-Oilseeds, a key initiative aimed at achieving self-reliance in edible oils by boosting domestic oilseed production.
    • Duration: 2024-25 to 2030-31
    • Financial Outlay: ₹10,103 crore
    • Primary Focus: Increase production of key oilseeds like Rapeseed-Mustard, Groundnut, Soybean, Sunflower, and Sesamum.
    • Target: Raise oilseed production from 39 million tonnes in 2022-23 to 69.7 million tonnes by 2030-31.
    • The mission also aims to improve extraction efficiency from secondary sources like Cottonseed, Rice Bran, and Tree-Borne Oils.

India to Join Energy Efficiency Hub:

  • India has taken another step towards sustainable development by agreeing to join the Energy Efficiency Hub. This initiative aligns with India’s efforts to reduce greenhouse gas emissions.
    • Benefits: By joining the hub, India will gain access to a global network of experts and resources to enhance its domestic energy efficiency initiatives.
    • Membership: India joins 16 other member countries in this global effort.

Railway Employees to Receive Productivity Linked Bonus:

  • The Union Cabinet also approved a Productivity Linked Bonus (PLB) for non-gazetted railway employees, recognizing their contribution to improving the performance of the Indian Railways.
    • Number of Beneficiaries: 11,72,240 railway employees
    • Bonus: 78-day bonus totaling ₹2,028.57 crore
    • Maximum Payout: ₹17,951 per employee
    • Categories of Employees: Track maintainers, loco pilots, train managers, station masters, technicians, ministerial staff, and other Group C staff.
  • Additionally, the Productivity Linked Reward (PLR) Scheme for Major Port Authorities and Dock Labour Board employees has been modified, benefiting approximately 20,704 employees with a financial implication of about ₹200 crore for the period from 2020-21 to 2025-26.
